H. Clare Pitcher

Clare Pitcher has over 30 years of experience providing pension and benefits consulting services and actuarial advice to prominent organizations in both the public and private sectors. Clare specializes in the area of multi-employer and jointly-trusteed pension plans and has served as the actuary to a number of the largest pension plans in Canada, including the two largest private sector MEPPs.

At PBI, Clare consults to clients on a wide range of strategic pension plan management issues, including plan design and funding, monitoring and reporting on the financial health of the plan, risk management and long-term sustainability. Along with his consulting responsibilities, he is responsible for thought leadership, lobbying of various governmental bodies, and development of new business and client relationships.

Clare has had a varied career which began with a major Canadian insurance company, where he progressed to various positions, including Group Pension Actuary through to Vice-President, Pension Marketing. He then joined the Government of Ontario (Management Board of Cabinet) as Chief Actuary. Prior to joining PBI, Clare worked with a major international actuarial consulting firm, where he progressed to the position of Principal & National Retirement Practice Leader.

Clare graduated from the University of Waterloo with an Honours Bachelor of Mathematics degree in Actuarial Science and Statistics. He is a Fellow of the Society of Actuaries (FSA) and of the Canadian Institute of Actuaries (FCIA).

Clare has written numerous articles for newspaper and industry publications and is a frequent speaker at industry conferences and seminars.
